Foreign Military Sales – Army Case Execution System

Who we are

The Foreign Military Sales – Army Case Execution System (FMS-ACES) product office will modernize the Army’s FMS case implementation, execution and closure system, currently known as the Centralized Integrated System for International Logistics (CISIL). The Army’s modernized FMS-ACES will live in a DOD-approved cloud environment, be cyber-compliant and auditable, and support Army and non-Army partners and other DOD case execution systems.

FMS-ACES will meet the security cooperation community's business needs for improved visibility and quality of case execution data. The program will comply with federal mandates and DOD standards; replace CISIL, Case Management Application and Army reports; and adopt standard, end-to-end business processes and data elements to foster a new business environment in which stakeholders can work together to proactively manage the government's security cooperation programs.

FMS-ACES will have around 1,000 users and 26 interface partners and will incorporate around 6,200 active FMS cases and 88,000 active requisitions.

FMS-ACES will be the Army’s modernized solution to provide the security cooperation community with the capability to manage FMS cases from end to end with improved data quality and visibility in support of the Army’s readiness.

This program is managed by Defense Integrated Business Systems.
