DCATS hosts virtual change of charter ceremony for WESS

FORT BELVOIR, Va. ­­– On Friday, June 26, 2020, Col. Enrique Costas, the U.S. Army Project Manager for Defense Communications and Army Transmissions (PM DCATS), welcomed the incoming Product Manager for Wideband Enterprise Satellite Systems (PdM WESS) and paid tribute to the outgoing product manager in a virtual change of charter ceremony at PEO EIS.

During the ceremony, Lt. Col. Anthony K. Whitfield, the outgoing product manager, relinquished his charter to Costas, marking the successful completion of his tenure. For his extraordinary service, Whitfield was awarded a Meritorious Service Medal.

On behalf of Program Executive Officer Ross R. Guckert, Costas presented the “Soldier at Dawn” plaque to Whitfield as a gift for his dedication to excellence and self-service to the PEO’s mission of serving the warfighter. 

The ceremony also marked Costas’ transfer of authority for PdM WESS to Lt. Col. Scott Davis. Previously, Davis was assigned as the Executive Officer to the Deputy Assistant Secretary of the Army for Plans, Programs and Resources in Arlington, Virginia.

Davis was commissioned a 2nd Lieutenant in the Army’s Armor Branch in 2002. Following completion of his branch detail assignment, he transitioned to the Quartermaster Corps in 2005. His education includes a Bachelor of Science degree in mechanical engineering from the University of Cincinnati and a Master of Business Administration from the Naval Postgraduate School. He is a member of the Army Acquisition Corps with Level III certification in Program Management.

His operational assignments include Tank Platoon Leader and Troop Executive Officer, 1st Squadron, 1st Cavalry Regiment, Budingen, Germany; Supply Support Activity Platoon Leader, 127th Aviation Support Battalion, Erlensee, Germany; Operations Officer and Company Commander, 601st Aviation Support Battalion, Combat Aviation Brigade, Fort Riley, Kansas; and Supply and Services Staff Officer, 1st Sustainment Command (Theater), Fort Bragg, North Carolina.

Davis transitioned to the Army Acquisition Corps in 2011. He has served as Assistant Product Manager Aircraft Survivability Equipment and Assistant Product Manager Personnel Recovery Support Equipment, Redstone Arsenal, Alabama; and Department of the Army Systems Coordinator, Financial Synchronization Officer.

Davis’s awards and decorations include the Bronze Star Medal, the Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal with two Oak Leaf Clusters, the Army Achievement Medal with three Oak Leaf Clusters, the Afghanistan Campaign Medal, the Iraqi Campaign Medal and the North Atlantic Treaty Organization (NATO) Medal.
