Mr. Anthony Howard

Anthony Howard assumed the role of acting project manager of Army Data and Analytics Platforms (ARDAP) at U.S. Army Program Executive Office (PEO) Enterprise in April 2025. He is responsible for overseeing the ARDAP portfolio of four programs that contribute to the Army’s information readiness and data agility.
Prior to stepping up as acting project manager, Howard served as deputy project manager at ARDAP since July 2023.
Howard’s Army career spans over 40 years with service in uniform, as a defense contractor and currently as a Department of Defense (DOD) civilian.
He is a graduate of the Signal Officer's Basic and Advanced Courses, Combined Arms and Services Staff School, the U.S. Army Command and General Staff College and the U.S. Army War College. He started his career with an overseas tour in Korea. While on the peninsula, he served as the 501st Signal Company executive officer and later commanded the 229th Tactical Satellite Company, 1st Signal Brigade, at Camp Humphreys. He then held several staff positions at Headquarters, Training and Doctrine Command. From there, he served as the brigade signal officer, 18th Military Police Brigade, Frankfurt, Germany; then as operations officer for the 311th Theater Signal Command, Fort Meade, Maryland. From Fort Meade, he was assigned to 3rd U.S. Army, Fort McPherson, Georgia. He served as the plans officer responsible for strategic communications in the Southwest Asia area of responsibility.
Howard was later assigned to the Army staff at the Pentagon. His first job in the Chief Information Office (CIO)/G-6 was as a team member chartered to redesign/reformulate the Network Engineering Technology Command. He ultimately held several positions within CIO/G-6, including deputy director, Army Knowledge Online and division chief in the Chief Integration Officer's Directorate. Howard moved on to Fort McPherson as the operations officer for the G-2/6, Chief U.S. Army Reserve Command and then returned to the Pentagon and the CIO/G-6 where he served as deputy director, Army Architecture Integration Center and division chief for LandWarNet Integration. Before retiring from the U.S. Army as a colonel, his final commitment was as deputy director for Architecture, Operations, Networks and Space Directorate with the CIO/G-6. In his civilian capacity, he most recently finished an assignment as the deputy product manager, Defensive Cyberspace Operations in June 2023.
Howard was commissioned in the U.S. Army Signal Corps in 1983 and holds a Bachelor of Science in biology from Tougaloo College and masters degrees in computer information science from Boston University and strategic studies from the U.S. Army War College. His awards and decorations include the Legion of Merit, Meritorious Service Medals,
Army Commendation Medals, Joint Meritorious Unit Award, Armed Forces Reserve Medal,
National Defense Service Medal (2), Armed Forces Expeditionary Medal and the Army Staff Badge and Army Parachutist Badge. He holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management and practitioner level certification in Engineering.
