In July 2024, Col. Melvin Mitchell assumed the role of project manager at PEO EIS’ Enterprise Business Systems – Convergence (EBS-C) Project Management Office.

In that capacity, Mitchell is responsible for overseeing the development and deployment of the Army’s modernized/converged enterprise resource planning system — the purpose of which is to simplify Soldiers’ day-to-day business and sustainment-related activities, drive readiness through faster and more accurate battlefield decision-making, and enable dominance during multi-domain operations and large-scale combat operations.

Mitchell joined EIS after attending Senior Service College at the National Defense University’s Dwight D. Eisenhower School for National Security and Resource Strategy. Before that, he served as executive officer for the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) from 2022 to 2023. Prior to that, he was a product manager at PEO Intelligence Electronic Warfare and Sensors from 2019 to 2022.

Other past roles he has held in Army acquisition include Department of the Army systems coordinator at ASA(ALT) from 2017 to 2019; assistant product manager at PEO Aviation (2014 to 2017); program integrator at the Defense Contract Management Agency (2012 to 2014); and test and evaluation officer for the U.S. Army Test and Evaluation Command (2010 to 2012).

Mitchell entered the Army in May 2001 as a 15A aviation officer. He was assigned to V Corps in Giebelstadt, Germany from 2003 to 2006, where he served as a platoon leader, assistant battalion operations officer and battalion operations officer. In 2007, he was re-assigned to V Corps in Mannheim, Germany, where he served as the battalion logistics officer and a company commander until 2010.

Mitchell’s military education includes Air Assault School, Joint Firepower Course, Aviation Officer Basic and Advanced Courses, Rotary Wing Flight School, H-60 Black Hawk Aircraft Qualification Courses, Acquisition Basic and Intermediate Qualification Courses, the Command and General Staff Officer College, and the Eisenhower School for National Security and Resource Strategy.

Mitchell’s awards and decorations include the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal (4OLC), the Air Medal, the Army Commendation Medal (2OLC), the Army Achievement Medal (2OLC), numerous service medals, Senior Aviation Wings and the Air Assault Badge.

Mitchell received a Bachelor of Architecture degree from Hampton University, a Master of Science in industrial management from the University of Central Missouri and a Master of Science in national security and resource strategy with a senior acquisition concentration from the National Defense University’s Eisenhower School in 2024. Mitchell holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management and two foundational certifications in Engineering and Technical Management and Test and Evaluation.
