Patrick McKinney
Deputy Project Manager, IPPS-A
As deputy project manager for Integrated Personnel and Pay System – Army (IPPS-A) at PEO EIS, Patrick (Pat) McKinney is responsible for helping develop, integrate and deploy a portfolio of programs and applications that span the Army’s human capital and readiness domains.
Prior to assuming his current role in March 2023, McKinney served as an assistant program executive officer at EIS. Before that, he spent several years at ASA(ALT) where he held several roles, including Robotics and Autonomous Systems Department of the Army Systems Coordinator in support of PEO CS&CSS; deputy director at the Mission Command Directorate; and later, acting director supporting PEO C3T and PEO EIS.
McKinney started his federal career as a commissioned Army officer in 2004. He served as a field artillery officer at Fort Bragg (now Fort Liberty), North Carolina and supported Operation Iraqi Freedom IV from 2005-2006. He transferred to military intelligence and served at Fort Huachuca, Arizona. He departed the Army in 2010 and worked as a contractor at the Joint Improvised Explosive Device Defeat Organization (JIEDDO). In 2012, he transitioned back to the Army as an Army civilian at JIEDDO, leading the Detect Ground Branch.
McKinney has degrees in political science and business administration, and a certificate in cybersecurity. He holds Defense Acquisition Workforce Improvement Act certifications in Program Management (advanced) and Business-Financial Management (practitioner).
