FORT BELVOIR, Va. -- Col. Chad Harris, Project Manager for Defensive Cyber Operations (DCO), recently hosted a virtual change of charter ceremony for Applied Cyber Technologies (ACT) during which Mr. Joseph Kobsar passed the reigns of responsibility to Lt. Col. Peter Amara.
Mr. Ross Guckert, the newly appointed Program Executive Officer Enterprise Information Systems (PEO EIS), attended the virtual presentation. It was an honor to have him join, and leaders welcomed him in their remarks. Col. Harris also thanked outgoing product lead Mr. Kobsar for his efforts on behalf of ACT. Mr. Kobsar retired after 36 years of distinguished military and federal government service.
“Under Mr. Kobsar’s outstanding leadership, Applied Cyber Technologies has forever changed the way the Army procures, develops, integrates, and fields cyber technology. His work has significantly strengthened the Army’s cyber mission force and its ability to combat a dangerous threat. Joe is a great leader and friend, and he will surely be missed.” said Col. Harris.
Lt. Col. Amara most recently served as assistant product manager for User Activity Monitoring, part of DCO's Cyber Analytics and Detection (CAD), where he was responsible for moving cyber capabilities to a cloud environment as part of the Army Chief Information Officer/G6 requirements for insider threat programs.
Col. Harris stated, “Lt. Col. Amara has an impeccable background and has served in several key capacities at PEO EIS over the past few years. He brings a wealth of technology acquisitions expertise and he will be an exceptional asset to our organization.”
In his first remarks as the new lead for ACT, Lt. Col. Amara said he was looking forward to taking an already great organization to the next level. “Mr. Kobsar has built an exceptional team over the past few years and it’s an honor to be able to lead ACT into its next chapter. We have a lot of great things in store and I look forward to working with each of you as we continue delivering unparalleled defensive cyber capabilities to the Army’s cyber mission forces.”
ACT is a leader in delivering world class cyber capabilities to the Army’s cyber force. The product office develops innovative, rapid acquisitions processes to procure cutting-edge cyber capabilities, and it skillfully integrates and fields those technologies to Army cyber warriors.
