Steven W. Reichard is the product lead for the Operational Medicine Information Systems – Army (OMIS-A) Product Management Office (PMO), which is part of Program Executive Office Enterprise Information Systems’ Integrated Personnel and Pay System – Army portfolio.
OMIS-A was chartered on April 12, 2024, as the modernization of Medical Communications for Combat Casualty Care (MC4).
Reichard assumed the permanent role of product lead in October 2022 after serving as acting product lead since February 2021. The MC4 PMO integrates, fields and provides technical support for the Army’s deployable electronic medical record (EMR) system that enables lifelong EMRs for Soldiers from their service time through retirement.
Prior to serving in various leadership roles at MC4, Reichard held the positions of project manager (PM), Integrated Clinical Systems, U.S. Army Medical Materiel Agency (USAMMA); PM, Aeromedical Evacuation Mission Equipment Package, USAMMA; PM, Army Medical Commercial Systems, U.S. Army Medical Research and Materiel Command; PM, Medical Support Systems, U.S. Army Medical Materiel Development Activity (USAMMDA); deputy project manager, Applied Medical Systems, USAMMDA; and biomedical engineer/PM, USAMMDA. In these roles, Reichard led acquisition life cycle strategy and harmonization, systems engineering, budget oversight and Army policy development.
Reichard’s awards include his recognition as an honorary member of the U.S. Army Medical Department Regiment, the Commander’s Award for Civilian Service, Superior Civilian Service Award, Order of Military Medical Merit and the Service to America Award.
Reichard holds a Master of Science in National Security and Resource Strategy from the National Defense University and a Master of Business Administration from Frostburg State University. He earned a certificate from the Advanced Acquisition Program at the Naval Postgraduate School and a Bachelor of Science in aerospace engineering from Virginia Tech.
