Tom Dunaway serves as product manager for Global Enterprise Network Modernization – OCONUS (GENM-O) — formerly known as Power Projection Enablers (P2E) — within the Integrated Enterprise Network (IEN) portfolio at PEO EIS. In this role, he manages the full spectrum of network, information and infrastructure modernization projects around the globe, enabling information dominance across all phases of joint and coalition operations.

Before assuming his present position in June 2021, Dunaway was a project officer for IEN, which at the time was known as Defense Communications and Army Transmission Systems (DCATS). Prior to that, he served as the Europe director for the previous product manager for P2E and was the senior Europe theater representative for PEO EIS. His responsibilities included overseeing more than 45 CIO/G-6 and customer-funded complex information technology projects valued at over $150 million annually, which provide network, information and infrastructure modernization services in support of two combatant commands and two Army service component commands spread across the European theater.

Dunaway’s previous acquisition positions include executive officer for PEO EIS, assistant project manager for DCATS, and assistant product manager for the Defense Wide Transmission Systems program office. In each role, he successfully orchestrated the development and delivery of critical command, control, computers, communications, cyber and intelligence capabilities to warfighters across the globe.

Dunaway attended the United States Military Academy at West Point. After graduating in 2001, he was commissioned as a second lieutenant in the U.S. Army and served for five years in a variety of challenging leadership positions as a field artillery officer. He resigned his commission in 2006 and moved to the Washington, D.C. metro area to work as a government contractor for several years before joining the federal government workforce as a Department of the Army civilian in March 2010.

Dunaway holds a bachelor’s degree in systems engineering from the United States Military Academy. He also holds a master’s degree in sports management from California University of Pennsylvania. Dunaway is a member of the Army Acquisition Corps and holds an advanced certification in program management (Defense Acquisition Workforce Improvement Act), as well as a Lean Six Sigma Green Belt certification. His military and civilian awards include the Bronze Star Medal, Commanders Award for Civilian Service, Army Achievement Metal with oak leaf cluster, National Defense Service Medal, Global War on Terrorism Service Medal, Army Service Ribbon and Iraq Campaign Medal.
