Larry J. Helton
Supervisory Acquisition Management Officer and Division Chief – Contracts Management
Larry Helton serves as supervisory acquisition management officer and division chief – contracts management for PEO EIS’ Integrated Personnel and Pay System – Army (IPPS-A) project management office. In this role, Helton has full authority over all IPPS-A’s acquisition and contract management activities, manages a team and provides strategic oversight, and outlines and ensures adherence to program policies and objectives.
Previously, Helton served as a contract specialist, contracting officer – supervisory branch chief for the Defense Human Resources Activity (DHRA) from December 2016 until he joined IPPS-A in August 2022. At DHRA, he supervised a team focused on high-impact enterprise initiatives across numerous program offices, including major high-visibility procurements. He held several other contract specialist roles at DHRA beginning in August 2009, with increasing responsibilities in areas of procurement, contracting, acquisition strategy development, solicitation, negotiation and award administration, termination and contract closeout — with, eventually, an unlimited warrant.
Prior to DHRA, Helton served as a contract specialist for the Defense Information Systems Agency (DISA) from May 2006 to August 2009. During this tenure, Helton served as a contracting officer with a limited warrant for the procurement of a variety of information technology supplies and services.
Helton first obtained a bachelor’s degree in business administration from James Madison University in Harrisonburg, Virginia, then a master’s degree from Webster University in St. Louis, Missouri, where he studied procurement and acquisitions management. Additionally, he holds a professional advanced Defense Acquisition Workforce Improvement Act certification in Contracting, which he earned from the Defense Acquisition University in Fort Belvoir, Virginia. Helton served in the U.S. Army for nine years holding various positions, and served time in combat supporting Operation Enduring Freedom (OEF).
