Mrs. Amy Young is the Functional Requirements Division Chief in the U.S. Army Security Assistance Command (USASAC) G9 Process, Innovation, and Data Directorate.

As Functional Requirements Division Chief, Amy is responsible for gathering functional requirements for Army Security Assistance Enterprise (ASAE) systems and tools, primarily focusing on the Foreign Military Sales – Army Case Execution System (FMS-ACES) which is the modernization and consolidation of Consolidated Information System for International Logistics (CISIL), Case Management Application (CMA), and Army Reports capabilities used for Army’s FMS case lifecycle execution and management.

Amy joined federal service in 2000, where she began her experience with Foreign Military Sales (FMS) while working for Defense Security Cooperation Agency (DSCA) on the Defense Security Assistance Management System (DSAMS), which provides FMS case development capabilities and scheduling and tracking capabilities for FMS training at a tri-service level.

Amy then moved to the Defense Logistics Agency (DLA) where she worked primarily with information systems interfacing with and controlling Automated Material Handling Equipment (AMHE) at several DLA Distributions Centers across the globe. Amy worked as a software development project manager overseeing system modifications, upgrades, modernizations, and coordinating related systems releases. In 2019, Amy joined the USASAC team in the G9 Directorate and began working on functional requirements for CMA and Simplified Non-Standard Acquisition Program (SNAP). In May 2022, Amy became the Functional Requirements Division Chief and shifted her primary focus to the modernization of CISIL and the FMS-ACES effort.

Amy Young is originally from Springfield, Missouri where she earned her Bachelor’s degree in Finance from Missouri State University before moving to the Central Pennsylvania area in 2000. In 2009, Amy obtained her Master’s degree in Information Systems from Penn State University. Amy currently lives in Sherman’s Dale, PA with her husband Larry, her mother and two dogs.
