Mr. Thuan Phan

Mr. Phan is currently serving as the Acting Chief of Technical Management Division under Product Manager Installation Information Infrastructure Modernization Program (PdM I3MP). In this capacity Mr. Phan is responsible for technical leadership and management of engineering activities for all PdM I3MP’s information technology, network, voice and infrastructure modernization projects.

Mr. Phan has been supporting PdM I3MP for over six years both as a contractor and an Army civilian. He began his tenure with PdM I3MP as the lead Network Engineer for a Network Modernization for CONUS (NETMOD-C) program that provides Installation Campus Area Network (ICAN) standardization and 10G modernization to all Army Base/Post/Camp/Station (B/P/C/S) within CONUS.

Previously Mr. Phan had spent over 30 years with private industry performing various engineering and technical leadership roles and delivering full life-cycle systems engineering activities for small to large scale DoD systems, IT, networks and infrastructure modernization programs.

Mr. Phan is a Virginia Tech University graduate with a bachelor of science degree in electrical engineering. He is a member of the Army Acquisition Corps with Level III acquisition certification in engineering.
