Maj. Melvin McDonald III currently serves as assistant program manager for the Army Test and Evaluation Command (ATEC) Integrated Mission Management System (AIMMS) within Program Executive Office Enterprise Information Systems’ (PEO EIS) Army Data and Analytics Platforms portfolio. In this role, he is responsible for the life-cycle management cost, schedule and performance for the AIMMS project to provide a cloud-based solution for ATEC.

Previously, McDonald served as assistant product manager for PEO EIS’s Army Enterprise Systems Integration Program (AESIP) Hub. There, he was responsible for managing cost, schedule and performance for the program's business intelligence/business warehouse. His project portfolio included Global Combat Support System–Army (GCSS-Army) Inc. 2/Release I, an identity management solution and the AESIP portal redirect initiative.  

He previously served as an operations officer for the 598th Transportation Brigade, Surface Deployment and Distribution Command (SDDC), Sembach, Germany.  While serving as operations officer, McDonald was responsible for planning and coordination of Department of Defense (DOD) cargo delivered to commercial seaports, synchronization of intermodal distribution operations, and assisting in providing multimodal transportation solutions in direct support of European Command operations.

Prior to this assignment, McDonald completed a training fellowship with Landstar Transportation Logistics Inc. (Jacksonville, Florida), a DOD industry partner, which lasted from 2015 to 2016. There he studied best practices in business and received exposure to assorted managerial techniques and industrial procedures within corporate America.  This included valuable cross-training in multiple departments such as international freight (air and ocean), less-than-truckload (LTL) specialized freight, intermodal distribution operations, pricing and contracts, safety and human resources.

From 2016 to 2017, he served as a proponency officer for the Office of the Chief of Transportation (COT) for the United States Army Transportation School, (Fort Lee, Virginia). In this role, he was responsible for planning, coordinating and evaluating the life cycle personnel management functions, including acquisition, individual training, evaluation, distribution, unit development, sustainment, professional development and separation for individuals in career management field 88 and branch code. From 2009 to 2016, he served with the 82nd Airborne Division, (Fort Bragg, North Carolina) as a platoon leader, company executive officer, sustainment officer and company commander for the 403rd Inland Cargo Transportation Company, 82nd Sustainment Brigade. His original commission in 2009 was through United States Army, Officer Candidate School (OCS).  

McDonald has received various awards and decorations, including the Meritorious Service Medal with three oak leaf clusters, Army Commendation Medal with two oak leaf clusters, Joint Service Achievement Medal, Army Achievement Medal, Army Good Conduct Medal, Military Outstanding Volunteer Service Medal, Senior Parachutist Badge, Botswana Parachute Badge, German Parachutist Badge and the Order of Saint Christopher Award.

He holds a bachelor of science in information technology degree and master of business administration degree from the University of Phoenix. He has completed the Army Acquisition Professionals Course in program management and the Logistics Captains Career Course. He holds certifications in logistics and network technology.
