Mr. Dan Joyce

Mr. Dan Joyce serves as the Assistant Program Executive Officer for Networks, Cyber and Services, with oversight of three program management offices for the Program Executive Office Enterprise Information Systems (PEO EIS) located at Fort Belvoir, Virginia.

Mr. Joyce served in the United States Air Force for 21 years, followed by eight years as a support contractor, and five years as a civil servant working in the office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA(ALT)) before joining PEO EIS in September 2018. He began his military career as a computer systems and communications officer, with initial assignment as a strategic war plans automation officer at Offutt Air Force Base, Nebraska. His next assignment was deputy project manager for the $210 million Granite Sentry program, delivering a modernized command, control, communications and computer system to provide missile warning information to senior government and military decision makers at North American Aerospace Defense Command (NORAD) and U.S. Space Command at Peterson Air Force Base, Colorado. Mr. Joyce was then assigned to headquarters NORAD/J5, where he was responsible for developing requirements for Air Defense Systems.

Mr. Joyce was then assigned to the 690th Mission Support Squadron at Kelly Air Force Base, Texas, where he supported Air Intelligence Agency operations around the world. He was selected to command the 67th Support Squadron at Kelly Air Force Base, responsible for providing networking, logistics and civil engineering support to forward deployed units. Mr. Joyce completed his Air Force career as a satellite communication action officer on the Joint Staff/J6, where he ensured satellite communication systems met combatant command requirements and services had sufficient funding to upgrade and field ground communication terminals.

During his tenure at ASA(ALT) from 2005 to 2012, Mr. Joyce served as a subject matter expert on numerous programs in PEO Command, Control and Communications – Tactical (C3T) and PEO EIS. He then served as the deputy director for Mission Command systems from 2013 to 2018, where he worked closely with PEO C3T and PEO EIS senior leaders to rapidly move programs from concept to fielding.

In addition to completing the Air Force’s Air Command and Staff College, Mr. Joyce holds a Bachelor of Science in mathematics from the University of New Hampshire and a Master of Science in computer systems from the Air Force Institute of Technology. He received the Achievement Medal for Civilian Service and the Meritorious Civilian Service Award, is Level III certified in program management and a member of the Army Acquisition Corps.
