Product Director, General Fund Enterprise Business Systems – Sensitive Activities (GFEBS-SA)
Ms. Elanor “Jeannie” Winchester

Ms. Jeannie Winchester was selected in March of 2019 as the product director for General Fund Enterprise Business System (GFEBS) – Sensitive Activities (SA) at Program Executive Office Enterprise Information Systems (PEO EIS). In this position, her responsibilities include identifying and implementing new technologies across GFEBS-SA, while also managing the design, building, testing and deployment of systems across GFEBS.

Ms. Winchester enlisted in the Air Force in 1989. After her basic training, she attended technical school for computer communications operations at Keesler Air Force Base, Mississippi. Her first duty assignment was at the 5th Communications Squadron at Minot Air Force Base, North Dakota, where she worked in information technology (IT). Also at Minot, she had a special assignment to the Communications Security (COMSEC) communications office, where she was responsible for the accountability and distribution of classified documents. Winchester then completed a follow-on remote assignment to the 303rd Intelligence Squadron at Osan Air Base, South Korea, serving as a data center operations specialist, before her honorable discharge in 1995.

From 1997 to 2011, Ms. Winchester worked as a Department of Defense (DoD) contractor specializing in IT infrastructure and cyber security. From 1997 until 1999, she supported the 60th Medical Group as an IT specialist at Travis Air Force Base, California. In 2001, she rejoined the DoD in support of the 374th Medical Group at Yokota Air Base, Japan. Ms. Winchester later relocated to Frederick, Maryland in support of the Joint Medical Logistics Functional Development Center (JMLFDC) Joint Medical Asset Repository (JMAR) project on Fort Detrick. She then joined the Network Enterprise Center (NEC) on Fort Detrick, initially supporting cyber security and later serving as program manager. While at the NEC, Ms. Winchester transitioned into a DoD civilian position as the chief of the server support division.

Ms. Winchester began working at PEO EIS in 2011, completing many short deployments to Afghanistan and Kuwait in support of the Medical Communications for Combat Casualty Care (MC4) program. In 2014, she joined the G-6 staff in support of the cyber security team, and then began her time as program officer for the Worldwide Technical Control Improvement Program (WWTCIP) in 2016. In her most recent role, Ms. Winchester was the deputy product manager for Cyber Analytics and Detection at PEO EIS.

Ms. Winchester earned a Bachelor of Science in information systems from University of Maryland University College and a Master of Art in organizational management from University of Phoenix. She holds the professional certifications of Certified Information Systems Security Professional (CISSP) and Project Management Professional (PMP). She is also Acquisition certified at Level III for Program Management and Information Technology through Defense Acquisition University (DAU).
