Allied Information Technology (AIT), PEO EIS’s International Programs Office, recently met with U.S. Army PEO STRI International Programs, and the Army Modeling and Simulation Office (AMSO) to explore potential collaboration efforts within Foreign Military Sales (FMS). This collaboration is about ensuring FMS cases are written in a holistic and strategic way so that partners across the globe are not only receiving the system capabilities they need, but they'll be able to sustain simulation ops, training, and modeling solutions to optimize readiness of those systems and battle staff operations over time.

HR Solutions Completes $7.6 Billion Acquisition capable of Supporting the Army through 2028

The Army’s Program Executive Office Enterprise Information Systems’ Human Resource (HR) Solutions program office, in conjunction with Army Contracting Command-New Jersey, is pleased to announce the award of the Personnel Lifecycle Support (PLS) suite of Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs).

This $6.1 billion acquisition follows the September award of HR Solutions’ $1.5 billion Recruiting, Management & Administrative Support IDIQ MATOCs and completes HR Solutions’ $7.6 billion 5th generation contract awards. HR Solutions’ 5th generation IDIQ MATOCs are capable of supporting a broad range of human resource services requirements across the Army and the Department of Defense (DoD) through 2028.

“This acquisition is a significant accomplishment for HR Solutions. It directly supports the DoD and Army’s efforts to bring spend supporting services under tighter management controls and supports the Office of Management and Budget’s (OMB) Category Management objectives. It plays a significant role in eliminating costly duplicative contract efforts within DoD, increases efficiencies and delivers cost savings which ultimately increases the DoD and Army’s purchasing power for critical services supporting our Soldiers and Families,” said Mr. Brent A. Thomas, product lead, HR Solutions.

The HR Solutions’ 5th generation contracts award is comprised of two distinct suites of IDIQ contracts covering two unique human resources mission areas:

  • Personnel Lifecycle Support, $6.1 billion contract ceiling, nine large and eight small business prime vendors
  • Recruiting, Management & Administrative Support, $1.5 billion contract ceiling, 12 small business prime vendors

The thirty nine prime vendors who were awarded HR Solutions 5th generation IDIQ MATOCs were thoroughly vetted through the source selection process and determined to be fully capable of performing the entire scope of the IDIQ mission areas with a low risk of performance issues.

“The complex source selection process involved subject matter experts from five major commands and provided a strong mechanism to select the “best-of-the best” contractors to support our extremely important Army and DoD HR programs for the next decade,” continued Thomas. “Additionally, the extensive source selection process will reduce the burden on our customers when conducting market research and streamline the source selections for HR services under the IDIQ. This streamlines the overall acquisition process to support our program goal of awarding high quality and affordable task orders within 120 days of conception.”

ITES-3S is an enterprise solutions services contract vehicle that offers nearly all areas of Enterprise IT solutions to the government customer.
