Richard (Boyd) Williams is a senior civilian staff member in the U.S. Army acquisition community. He is responsible for, and involved in, a wide range of information technology (IT) activities, including large-scale systems implementations, program/financial management, contract/acquisition management, and continuous process improvement. Williams has over 20 years of experience managing complex IT projects with the U.S. Army.   

Williams entered federal service in 2001 as an IT specialist at the U.S. Army Research, Development, Acquisition Information Systems Activity located at the Radford Army Ammunition Plant in Radford, Virginia. Since then, he has held numerous positions across several organizations within the U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS). 

Williams currently serves as the product director, Acquisition, Logistics and Technology Enterprise Systems and Services (ALTESS) where he oversees daily operations of the Army’s premier IT managed service provider, which employs more than 200 personnel with an annual operating budget of over $60 million dollars. As part of his daily duties, Williams is charged with leading, defining goals and supervising activities across the seven divisions that make up the ALTESS organization.

Williams holds a Master of Science in information management from Syracuse University in Syracuse, New York and a Bachelor of Business Administration from Averett University in Danville, Virginia. He is a graduate of the Defense Acquisition University’s Chief Information Officer Program. Williams holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management and a practitioner certification in Engineering and Technical Management in acquisition functional areas.
