Timothy (Tim) Hale assumed his duties as product manager of the Army Training Information System (ATIS) — a product office within PEO EIS’ Army Data and Analytics Platforms portfolio — in July 2021. In this role, he is responsible for the material development of ATIS, providing Soldiers and leaders with a single Army enterprise capability to manage, schedule, develop, report and deliver Army training.

Hale is a 2021 graduate of the National Defense University’s Dwight D. Eisenhower School, having earned a master of science degree in national resource strategy.

Prior to attending senior service college, he was the product director for Acquisition, Logistics and Technology Enterprise Systems and Services at PEO EIS from July 2017 to July 2020. In that role, he was responsible for providing military-strength data security solutions and support for the Army’s most critical applications. Hale has more than 39 years of operational and executive level experience as a Department of the Army civilian, U.S. Army Acquisition Corps officer, Army Signal Corps officer and Naval enlisted aviator.

Prior to his role at EIS, Hale was assigned to the deputy assistant secretary of the Army for procurement from 2013 to 2017. His first Department of the Army civilian position was with the U.S. Army Training and Doctrine Command at Fort Eustis, Virginia as the chief for the Army’s tactical engagement simulation systems from 2009 to 2013.

Hale entered military service as an aviation electronics technician in the U.S. Navy Reserves, VR-48, NAF Washington, where he served from 1982 to 1987. He was commissioned in the U.S. Army Signal Corps and entered active duty in 1989. His assignments included platoon leader, executive officer and assistant operations officer, 124th Signal Battalion (BN); signal officer for the 1st of the 3rd Air Defense Artillery BN, 4th Infantry Division at Fort Carson, Colorado; assistant operations officer, 36th Signal BN, 1st Signal Brigade in Daegu, Republic of Korea; and company commander, Headquarters Company, Information Systems Engineering Command at Fort Huachuca, Arizona.

Hale entered the Army Acquisition Corps in 1997 with assignments at the Army Training Support Center as the chief for systems training requirements, assistant program manager – live and project manager for training devices, PEO Simulations Training and Instrumentation in Orlando, Florida, where he deployed in support of Operation Iraqi Freedom; space and ground electronics officer for the Defense Science and Technology Center – Europe, Wiesbaden, Germany; and deputy brigade commander, 408th Contracting Support Brigade at Camp Arifjan, Kuwait. Hale retired from active duty as a lieutenant colonel in 2009.

Hale’s awards include the Meritorious Civilian Service Medal, Commander’s Award for Civilian Service, Defense Meritorious Service Medal, Meritorious Service Medal x5, Army Commendation Medal x4, Joint Service Achievement Medal, the Army Achievement Medal x4, Army Superior Unit Award, Naval Reserve Meritorious Service Medal, Global War on Terrorism Expeditionary Medal, Naval Aircrew Wings and the Parachutist Badge.

Hale holds a bachelor of science degree in government from Longwood University, a master of science degree in information systems from the University of Colorado and a master of science degree in national resource strategy. He is a graduate of the Harvard Kennedy School of Government Senior Executive Fellows Program.
