Force Management System (FMS)
Ms. Sammi Foong currently serves as the Product Lead for the Army’s Force Management System (FMS) under Program Executive Office Enterprise Information Systems (PEO EIS). As the Product Lead for FMS, she is responsible for the total life cycle management of the multiple software applications directly enabling the Army’s Force Management mission executed by the G-3/5/7. In addition, the FMS mission is evolving to encompass the full responsibilities of the overall objectives of Global Force Management (GFM).
She previously served as the Deputy Product Lead for Computer Hardware, Enterprise Software and Solutions (CHESS) providing management and leadership in support of the Product Lead. In her role, she was responsible for overseeing the activities essential to providing flexible procurement strategy through which Army users procure IT hardware, software, and services via IT e-mart, the Army’s e-commerce site.
Prior to her assignment as Deputy, CHESS, Ms. Foong served as the Acquisition Management Specialist within the Program Management Directorate (PMD) of PEO EIS. She provided acquisition management support and guidance to multiple programs within PEO EIS and coordinated PEO EIS activities with Headquarters Department of the Army, Office of the Secretary of Defense, Joint Staff as well as other agencies. Her other assignments include Defense Information Systems Agency (DISA) where she served as the Test and Evaluation (T&E) Program Support Chief, providing T&E guidance and recommendations to PMs within DISA. She also served as the Program Analyst within the Program Management Office Satellite Communications (PMO SATCOM) of Program Executive Office SATCOM, Teleport and Services (PEO STS).
Ms. Foong’s awards include the Commander’s Award for Civilian Service, Achievement Award, Appreciation Award, and Special Act or Service Award. Ms. Foong received a Bachelor of Science degree in Biochemistry from the Virginia Polytechnic Institute and State University. Ms. Foong is a member of the Army Acquisition Corps with Level III certification in both Test and Evaluation and Program Management.
