COL Charles M. Stein
As the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS), COL Charles “Charlie” Stein is responsible for managing programs valued at more than $3 billion that support the Army, Joint Services, National Command Authority and combatant commanders.
COL Stein has held a variety of command and staff positions before joining PM DCATS. In his previous assignments, he served as the USASMDC/ARSTRAT Technical Center Deputy Director; Course Director for the Army Acquisition Foundation Course and the Army Intermediate Program Managers Course at the Army Acquisition Center of Excellence; Product Manager Ground Combat Tactical Trainers; Fielding Officer in Iraq and Afghanistan for the Coalition Forces Land Component Command C3; Project Director for the National Training Center; Combat Developer for the Ordnance Branch; Commander, 40th Supply and Service Company, Schofield Barracks, Hawaii; Commander, 87th Quartermaster Rigger Detachment, Hickham Air Force Base, Hawaii; Assistant Professor of Military Science at Seton Hall University; Commander, Headquarters Company, 123 MSB, Dexheim, Germany; and as Platoon Leader in 8th Infantry Division, Bad Krechunech, Germany and Baumholder, Germany.
COL Stein was commissioned as a second lieutenant in the Army Quartermaster Corps in 1990. Before joining the Army, COL Stein served in the Marine Corp as an infantryman, mortar man, forward observer and marksmanship instructor. He served in Keflavik, Iceland; Okinawa, Japan; Camp Pendleton, Calif.; and aboard the USS Juneau in the South China Sea.
COL Stein graduated from the University of West Florida, Pensacola, Fla. He also holds a Master of Science in management from the Florida Institute of Technology, Melbourne, Fla. His military education includes Marine Corps Infantry Training School, Marksmanship Instructor School, Quartermaster Officer Basic and Advanced Courses, the Command and General Staff College and the Defense Acquisition University Executive Program Manager’s Course.
COL Stein’s awards and decorations include the Meritorious Service Medal (five oak leaf clusters); Army Commendation Medal (six oak leaf clusters); Army Achievement Medal (two oak leaf clusters), Expeditionary Medal, Sea Service Deployment, Marine Corps Good Conduct, overseas awards, and Airborne and Air Assault badges. COL Stein is a member of the Order of Samuel Sharpe and Military Order of Saint Martin and the Signal Corps Order of Mercury.
