CHANGE OF CHARTER FOR LAND MOBILE RADIO

Project Manager, Defense Communications and Army Transmission Systems (PM DCATS) Col. Enrique Costas presided over the Land Mobile Radio (LMR) Relinquishment of Charter ceremony on 30 August, 2018 at Fort Belvoir, Virginia. The ceremony official recognized the change in leadership from Ms. Kimberly Davidson to the Deputy Product Lead, Mr. Patrick Barnette.

Col. Costas pointed out the vital role LMR plays in supporting first responders, the reason the program was created. "Sometimes we learn by experiencing something tragic to change the way we do business,” he said. “People forget about the capability until bad things happen like 9/11, the Navy Yard attack, and the Fort Hood shooting." LMR is now a globally operated program comprised of 280 installations worldwide, fielding radio capability to disaster zones, and improving the time first responders have to react. Ms. Davidson’s leadership since 2011 has been essential to the success of the program.

Presenting Ms. Davidson with the Commander’s Award for Civilian Service, Col. Costas thanked her for superb leadership. "Ultimately, everything we do each day is in support of the Soldier. Kimberly, you have done a lot towards ensuring his and her safety,” he said. “The team, the quiet professional...has a significant impact for the Soldier forward deployed and in contact [with the enemy]. LMR is a trusted element of the formation because of Kimberly Davidson and the team behind her.”

The ceremony had an emotional and meaningful tone. "It's a bittersweet day, closing a chapter 14 years long, Ms. Davidson said.” I owe my deepest thanks to my team and industry partners. In seven years, we awarded 25 contracts and delivered 30,000 subscriber units. We changed the face of LMR from stand-alone systems to theater-wide enterprise systems." Ms. Davidson also thanked her husband and children for their love and support.

As the Acting Product Lead, Mr. Barnette accepts responsibility for the LMR program, "It's a great honor, the LMR team is a great team, and I have very big shoes to fill as Kimberly departs, he said."

Ms. Kimberly Davidson joined Team LMR in 2004 and was promoted to Product Lead in 2011. She now joins PM Soldier Sensors and Lasers as the Senior Acquisition Advisor to the 0-6 Project Manager.

I3MP Completes SOUTHCOM HQ Tech Refresh

The Installation Information Infrastructure Modernization Program (I3MP) completed a Strategic Command Center (SCC) technology refresh for the U.S. Southern Command headquarters, located in Miami, Florida.

The U. S. Southern Command, or SOUTHCOM, is one of nine unified Combatant Commands in the Department of Defense. SOUTHCOM is a joint command responsible for security operations, cooperation and contingency planning for Central and South America (SCC).

Conventionally known as a joint command center, the SCC increases commander flexibility by providing a suite of sustained and standardized technical capabilities. The SCC technology refresh, referred to as a tech refresh, is a system level approach to managing the upgrade of information technology solutions employed by the Warfighter. I3MP served as the program management office, overseeing the customized SOUTHCOM SCC tech refresh.

Brendan Burke, acting deputy program executive officer for the Program Executive Office Enterprise Information Systems (PEO EIS), says, "The SOUTHCOM tech refresh supports Army Readiness by delivering tailored IT solutions that strengthen the cooperation of the U.S. Army with joint and multinational mission partners during SOUTHCOM security operations." I3MP is part of the Project Manager Defense Communications and Army Transmission Systems (DCATS) within the PEO EIS portfolio. Within I3MP, the SCC modernization is managed by Toni Freeland, product officer for command center modernizations.

Freeland and her team enable the Joint Warfighter and Mission Command Centers with emerging information technology and secure infrastructure systems, through lifecycle management, supporting Army Enterprise and Joint networks.

Freeland says, “Strategic command center modernization is more than updating outdated equipment. These modernizations are critical to security operations that enable SOUTHCOM to fight transregional threats."

Sarah Mullins, deputy product officer for command center modernizations, managed the complete SOUTHCOM tech refresh from the start with the aid of Richard Baker, the project team assist. Through multiple leadership changes and funding shortfalls, Mullins managed the design, engineering, installation, test, and delivery of an information infrastructure system, tailored specifically for SOUTHCOM.

For her part, Mullins says, “It takes a network to defeat a network. I3MP has upgraded the SOUTHCOM headquarters’ mission-critical IT network to enable the SOUTHCOM Warfighters to be the partner of choice in fighting transnational threat networks in Central and South America."

The SOUTHCOM SCC tech refresh provides the required IT solutions to support the Department of Defense's Global Command & Control System – Joint., which provides the communications, computing and data infrastructure that integrates accurate combat support information into a common presentation of data available to the warfighter from a single computer using the Common Operational Picture - Combat Support Environment.

The delivery of this remarkable network was made possible by the strong support of I3MP's project partners: the U.S. Southern Command Headquarters, the U.S. Army Information Systems Engineering Command, Army Contracting Command – Rock Island, and LGS Innovations. By incorporating best-in-class commercial and custom technologies, this team provided the strong leadership and technical expertise needed to avoid disruption of SOUTHCOM security operations during this tech refresh.

PM Installation Information Insfrastructure – Communications and Capabilities (I3C2) asked, and Industry answered!

Last week, I3C2 hosted a series of Collaboration Days with technology industry experts. The project manager, along with its stakeholder, the Cyber Protection Brigade, articulated various project technical requirements. In return, Industry provided feedback on how the PM can achieve maximum results through the solicitation process.

The PM hosted Collaboration Days for two of its product offices; PdM Cyber Platforms and Systems (CPS) and PdM DCO Cyber Analytics and Detection (CAD). “We’re (PM I3C2) about solving problems,” said Col. Chad Harris. “Problems come at Soldiers at a rapid pace, and we need teams that can attack those problems as they’re presented.”

More than 30 vendors attended the Collaboration Days held at the Community Center at Fort Belvoir, Virginia. Additional attendees included the Army Contracting Command Rock Island (ACC-RI), Mr. Russ Fenton of the U.S. Army Training and Doctrine Command (TRADOC), and Soldiers from the Cyber Protection Brigade.

Assistant Product Manager (APM) Kyle Tucker kicked off the series with the Deployable DCO Systems (DDS) and Garrison DCO Platform (GDP) follow-up briefing. GDP and DDS are hardware systems that run cyber software and enable cyber protection teams (CPT) to conduct cyber warfare operations. The GDP is a large, stationary system that will mostly be used by Soldiers conducting operations on post. The DDS is a smaller, deployable version of the GDP will enable CPTs to conduct defensive cyber operations in austere environments. PdM CPS held an initial GDP/DDS Collaboration Day in July 2018.
“The government is looking industry to use innovation when developing solutions to the Army’s cyber requirements,” said Kyle Tucker, an APM for PdM Cyber Protection Systems. “Because of this, the United States government will provide industry with a technical approach to meet requirements, rather than the actual solutions.”

Shakena Evans briefed the Defensive Cyber Operations Mission Planning (DCOMP) requirements to Industry on August 7, 2018, in the Community Center at Fort Belvoir. DCOMP recently released a command and control platform called PhalanX in July 2018. DCOMP currently operates under PdM Cyber Analytics and Detection.

DCO Welcomes New Assistant Project Manager

Project Manager (PM) Installation Information Infrastructure Communications and Capabilities (I3C2) welcomes its newest Assistant Project Manager (APM), Capt. Nicole Meruvia. Capt. Meruvia, who came on board in early September, leads the Defensive Cyber Operations (DCO) Mission Planning (DCOMP) program.

Operating within the DCO Cyber Analytics and Detection (CAD) portfolio, DCOMP supports core operational success of the Army’s Cyber Protection Teams (CPTs) by providing software solutions that anchor mission planning and execution. Among these solutions is PhalanX, a command and control platform that operates from a tactical to strategic level. PhalanX builds a common operating picture of a network environment and integrates all of the warfighter’s cyber tools into a common interface.

DCOMP delivers platforms like PhalanX by partnering and leveraging relationships with industry. The program has instituted ongoing collaborative industry events to acquire innovative solutions from the cyber community. Capt. Meruvia will be the PM’s key sustaining those relationships, and ensuring capability is delivered to CPTs at the speed of relevance.

“We’re excited to have the wealth of knowledge and experience Capt. Meruvia brings to our team. I’m confident in her ability to help our team achieve ongoing success, and serve as an active liaison between the PM, industry, and our stakeholders,” said Col. Harris.

Capt. Meruvia joins PM I3C2 from the Acquisition Program Management Office, National Guard Bureau where she served as the Assistant Service Portfolio Manager. The APM is a native of Columbia, Missouri, and has 20 years of military service. In addition to her military career she has seven years of experience as a civilian Senior Business Process Analyst with Lockheed Martin. Capt. Meruvia holds a Bachelor’s degree in Business Management from University of Central Florida, and a Master’s in Business Administration from Marymount University.

“My strategy for accomplishing the DCOMP mission is to work closely with my team, stakeholders, and other DCO counterparts to produce the most scalable, secure warfighting capability in support of Defensive Cyberspace Operations Mission Command,” said Capt. Meruvia. “I look forward to a chance to excel, while empowering the team to achieve mission success.”

Capt. Meruvia took on the APM position following the departure of her predecessor, Maj. Shakena Evans. Maj. Evans is now fulfilling a new assignment with the National Guard Bureau in Arlington, Virginia.

HR Solutions Delivering Streamlined Acquisition of HR Services Through 2028

HR Solutions Fort Belvoir, Va., Sept. 5, 2018 – The Army’s Program Executive Office Enterprise Information Systems’ (PEO EIS) HR Solutions program office, in conjunction with Army Contracting Command –New Jersey, is pleased to announce its Recruitment-Management & Administrative Support (R-MAS) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs). Contracts were awarded to 12 small businesses and consist of a five-year base and five one-year optional ordering periods with a $1.5 billion contract ceiling. HR Solutions’ R-MAS contracts can support enterprise-level Department of Defense human resource services requirements through 2028.

Director of HR Solutions, Brent A. Thomas, offered his thoughts, “Awarding the R-MAS IDIQ contracts is the first step in continuing HR Solutions’ reputation as the Army’s premier source for timely, cost effective and high quality human resource services for the foreseeable future. We anticipate awarding our Personnel Lifecycle Support IDIQ contracts later this year which will expand our capabilities and complete our fifth generation IDIQs.”

Thomas was also quick to recognize the efforts of others, “The amount of time, effort, coordination and expertise that went into awarding these contracts simply cannot be understated.

I’d like to thank all of the people who were involved with this acquisition for their invaluable advice and assistance but I would be remiss if I didn’t specifically recognize my deputy, Ms. Joan Fries, and our procurement contracting officer, Mr. Tony Mauriello of Army Contracting Command – New Jersey. They did most of the heavy-lifting on this acquisition and deserve more credit than I will ever be able to heap upon them. I’m excited for the future of the HR Solutions program office.”

A government team consisting of acquisition, contracting and requirements subject matter experts formed the Source Selection Evaluation Board and evaluated criteria which included each contractor’s corporate experience, past performance, staffing and management approach, and price at the IDIQ level as well as each contractor’s technical solution and staffing approach on three sample task order requirements. This evaluation resulted in a pool of thoroughly vetted small-business contractors who substantially demonstrated their capability of providing high quality services for the Army and Department of Defense across the recruitment and management/administrative spectrum.

HR Solutions’ acquisition processes, cost effectiveness and proven contract management and administration led to the program being designated as the Army’s preferred strategic source for human resource knowledge based services by the Deputy Assistant Secretary of the Army Procurement in May 2015. On average, HR Solutions can award a task order supporting human resource services requirements within 120 days. Customers who have transitioned to HR Solutions to support their requirement have realized, on average, a greater than 25 percent reduction in contract cost for the same service and a reduction in manpower requirements to properly manage and administer the contract with the assistance of HR Solutions.

The HR Solutions program office provides its customers with dedicated professional human resource acquisition services to include requirements development, pre-award documentation and post-award contract administration.
