PD ES Tom Neff Talks Business Opportunities with AFCEA NOVA

Project Director Enterprise Services (PD ES) Tom Neff took part in and Armed Forces Communications & Electronics Association Northern Virgina (AFCEA NOVA), small business panel on June 21, 2018.

The event was aimed at industry executive, small business developers, small business owner, sales and marketing managers seeking to learn more about how the Army will enable the battlespace of things. AFCEA NOVA Army IT day was the seventeenth gathering of its kind. The one-day conference gave industry a chance to hear Keynote Speeches from senior army leadership, connect with program managers (PM), learn from technical panel discussions and gain Insight during question and answer sessions (Q&A).

In his opening remarks, Neff spoke about the current business opportunities that exist within the PD ES portfolio. Product Lead (PL) Enterprise Computing (EC) was at the top of the agenda, Neff stressed the importance of industry remaining steadfast in their engagement with EC ahead of the re-compete for the Army Enterprise Service Desk Four contract (AESD-4).

“This is not a standard re-compete and I would strongly urge you to continue to engage with both Dennis Kelly’s shop and ARCYBER. It’s a ten-year, single-award IDIQ to allow multi-components to move their tier-zero and tier-one desks to a single solution provider,” said Neff.

Neff touched on cloud computing and Army Cloud Computing Enterprise Transformation (ACCENT). The ACCENT vehicle currently has one task order aimed at moving 80 applications out of the Pentagon’s data center and into Microsoft Azure level five, a move which Neff sees as a great learning opportunity.

“Now that the public facing websites are alive in Microsoft Azure level five, the impact level five real systems are getting ready to move. I think we’re going to learn lessons now to allow the Army to do a centralized procurement for cloud computing, so they’ll be some business opportunities for industry. Be on the lookout for some RFIs late 4th quarter,” said Neff.

In his closing remarks the Project Director talked about application modernization for Non-Program-of-Record applications. From his point of view, these applications have cyber vulnerabilities that need to be mitigated before they are cloud-ready. In order to move the Army at scale to the cloud, Neff believes industry expertise should be employed in a software factory concept. In this arrangement Non-Program of Record applications would be minimally refactored and assessed for cyber vulnerabilities before moving into impact level five environments that are currently available. This approach enables the army to procure a standard cyber security architecture in centralized way.

Computer Hardware Enterprise Software and Solutions is the Army's designated Primary Source for commercial IT


FORT BELVOIR, VA, May 2, 2017 - Army Computer Hardware, Enterprise Software and Solutions (CHESS) is pleased to announce the designation of Army Desktop and Mobile Computing – 2 (ADMC-2) as a “Best in Class” (BIC) IT contract by the Office of Management and Budget (OMB). The BIC-designated IT contracts represent preferred government-wide solutions and provide a unique opportunity to leverage the government’s buying power. The BIC designation allows acquisition experts to take advantage of pre-vetted, government-wide contract solutions; supports a government-wide migration to solutions that are mature and market-proven; assists in the optimization of spend, within the government-wide category management framework; and increases the transactional data available for agency level and government-wide analysis of buying behavior. The BIC designation will also extend to the ADMC-3 contract when it is awarded later this year.

ADMC-2 provides Indefinite-Delivery/ Indefinite Quantity (ID/IQ) contract vehicles specifically designed as the primary source for information technology equipment to integrate, support, modernize and refresh the Army’s net-centric architecture while providing standardized interfaces. ADMC-2 includes standard common configurations of laptops and desktops (as well as tablets, monitors, printers, ruggedized and semi-ruggedized devices) that meet Army requirements and Government-wide Strategic Solutions (GSS) standard configurations.

The program maximum is $5.5 billion across all of the contracts including options and ordering is open to, Army, DoD and other Federal Agencies. There is no fee to place orders against the ADMC-2 contracts.

All desktop and/or notebook computers must be purchased through CHESS during the Consolidated Buy (CB) periods. CHESS implemented the extremely cost-effective CB process in direct support of the Chief Information Officer (CIO)/G-6 strategy for leveraging the Army’s buying power in acquiring commercial off-the-shelf (COTS) computer technology. Twice a year (Jan-Mar and Jun-Sep), CHESS’ eight ADMC-2 hardware vendors provide greatly reduced discounts in addition to already low pre-negotiated prices for desktop and notebook computers.

PL CHESS Doug Haskin Talks Contracts and Reverse Auction at Federal IT Acquisition Summit

On Nov. 16, 2016 Computer Hardware Enterprise Software and Solutions (CHESS) Product Lead (PL) Doug Haskin Spoke at the Federal IT Acquisition Summit in Washington D.C.

“The Federal IT Acquisition summit gives us a chance to connect with industry. We relish the chance to speak with industry and potential partners and answer their questions,” said Haskin.

The Federal IT Acquisition Summit provides acquisition and management professionals with insights into key trends and developments in federal IT. During the breakout sessions, IT and acquisition leaders discussed how agencies will address key issues around cyber security, IT modernization and the cloud. The summit also featured training and education around acquisition trends and major federal IT acquisition vehicles.

Haskin briefed IT industry experts on CHESS’ Information Technology Enterprise Solutions Hardware (ITES-3H) and Information Technology Enterprise Solutions Software (ITES-SW) contracts. In addition to CHESS contracts, Haskin finished the session with a question and answer forum regarding the new Reverse Auction capability on the CHESS website.

“Several years ago the Army Contracting Command released guidance on the use of reverse auctions for simple services. In a traditional auction, you have a single seller, multiple buyers and the goal is to bid the price up as high as possible. In a reserve auction environment you have a single buyer and multiple sellers and they’re bidding the price down,” said Haskin.

The reverse auction feature allows vendors to see their competitor’s lowest bid at any time. The feature also provides opportunities for vendors to resubmit lower bids as the auction advances. “In the time that we’ve had the reverse auctions, we’ve seen about 2.7 million dollars in cost savings,” Haskin added.

Haskin's appearance at the Federal IT Acquisition Summit is another example of PD ES' ongoing speaking calendar supporting its mission as leaders in the IT industry.

PD ES Tom Neff Talks Small Business at AFCEA Forum.

Project Director Enterprise Services (PD, ES), Tom Neff was a featured speaker and the Armed Forces Communications and Electrics Association (AFCEA) IT Enterprise Small Business Forum on Friday Nov. 7, 2016.

AFCEA Defense Enterprise IT Small Business Forum is an annual event focused on Small Business. Government leadership and program managers from the Program Executive Offices (PEO) at the Army, Navy, Defense Information Systems Agency (DISA) and Defense Logistics Agency (DLA) present highlights of small business opportunities and provide insights for doing business with their respective organizations.

“We support every soldier, every day, everywhere. Because of this fact our relationships with industry partners are of the utmost importance. The AFCEA small business forum gives us a chance to connect with industry, exchange ideas and answer questions in a face-to-face, real-time environment,” said Tom Neff, PD, ES.

Neff Spoke to the AFCEA audience about a variety of topics, chief among them, Unified Capabilities and Army cloud migration.

“We’re in the process of shifting from the long-standing practice of buying and maintaining dedicated hardware and software to a buying capability as a service so we can take advantage of emerging technologies faster to meet the expanding needs of the Army. The Army will continue to leverage and sustain AKO as we integrate Unified Capabilities and realize efficiencies in support of the warfighter. AKO has already realized significant savings as they replaced high-end storage with lower cost solutions, freeing up resources to deliver user-facing capabilities,” said Neff.

Neff wrapped up his speech by providing details about upcoming business opportunities for the next fiscal year and answered questions from audience members. His speech was followed by a break out session, which provided an opportunity for one-on-one conversations.

Doug Haskin Named Product Lead Computer Hardware, Enterprise Software and Solutions


Doug Haskin has been named Product Lead (PL) Computer Hardware Enterprise Software and Solutions (CHESS). Haskin officially accepted his new role in an Assumption of Charter Ceremony at Fort Belvoir on Friday July 15, 2016.

“These last few months have been nothing but constant change for the Enterprise Services. We said goodbye to a couple of PLs and welcomed a few others. For Doug things are a little different, he’s a plank owner at ES. In many ways, his efforts at ES are the foundation of a great organization he helped build, so I feel like he is uniquely prepared to lead CHESS. Doug, I wish you the best of luck. I’m sure after several years, you’ll be ready to move on to Senior Service College and that next step towards executive leadership, Godspeed,” said Project Director, Enterprise Services (PD ES) Thomas Neff, who presided over the ceremony.

In his new role, Haskin leads CHESS in providing architecturally sound standards and policy-compliant IT Enterprise solutions from more than 50 prime industry IT providers to all Army activities and organizations.

“I’ve been deputy for about six years, so I knew the day would come when I would have to leave my comfort zone and step into a Product Lead role. I’m honored that Mr. Neff selected me to lead the organization that he led a couple of months ago. I’m humbled by the task before me as I take the lead for CHESS. To my new team members, I’m looking forward to getting to know all of you and working with you to sustain this high-performing organization,” said Haskin.

Prior to becoming PL at CHESS, Haskin served as the first Deputy of PD ES, where he helped manage the Project Office responsible for acquiring, fielding, and performing lifecycle sustainment of technology and services supporting many of the Army Chief Information Officer’s (CIO/G-6) largest enterprise initiatives. Haskin graduated from the United States Military Academy with a Bachelor of Science degree in Computer Science in May 1998 and completed a Master of Science degree in Program Management from the Naval Postgraduate School in June 2010. Haskin holds Level 3 DAWIA certifications in Life Cycle Logistics and Program Management.

Sergio Alvarez Named Product Lead, Enterprise Content Collaboration and Messaging


On Friday June 17, 2016 Sergio Alvarez was named Product Lead (PL) for Enterprise Content Collaboration and Messaging (EC2M). In his new role, Mr. Alvarez will lead the EC2M mission of providing 1.4 million Army users with classified and unclassified state-of-the-art asynchronous collaboration and access to email from every corner of the globe. Under Mr. Alvarez’s leadership, EC2M will provide soldiers and civilians with unified capabilities that standardize common services such as IM/Chat, voice, presence, and video as a soft client service across the enterprise.

“Sergio brings a wealth of knowledge and experience to the PL Role. His time serving as deputy PL should make for a seamless transition, EC2M is definitely in good hands with Sergio at the helm,” said outgoing PL John Howell. Prior to his appointment as Deputy for EC2M, Mr. Alvarez served as the Director, Technical Management Division (TMD) for Product Director, Army Knowledge Online (PM AKO), from February to October 2013. Mr. Alvarez assumed the role of deputy PL EC2M on October 18, 2013.

Mr. Alvarez spoke of his new role, stating: “I consider it a great privilege to serve as PL EC2M. I am eager to bring my time, talent and the lessons I’ve learned as deputy PL to my new role. My predecessor did a great job building an exceptional team, and I look forward to working with everyone as we continue to support the Army’s mission.”

Mr. Alvarez spent six years on active duty in the United States Marine Corps and has received numerous awards for his service both in and out of uniform. Mr. Alvarez and his wife, Sandy, have three lovely children and enjoy spending time together as a family.

Dennis Kelly Named Product Lead Enterprise Computing

On April 4, 2016 Project Director, Enterprise Services (ES), a group within Program Executive Office Enterprise Information Systems (PEO EIS), named Dennis Kelly Product Lead (PL) for Enterprise Computing (EC). Mr. Kelly will lead EC’s support for the Army Data Center Consolidation Plan and its associated Application Migration Business Office, the Army Enterprise Service Desk (AESD)-Worldwide, the coordination of the AESD Federation, the Army Software Marketplace initiative, and the definition of the Common Operating Environment for the Data Center/Cloud/Generating Force Computing Environment. Mr. Kelly will officially receive his charter in a ceremony Friday May 13, 2016. Mr. Kelly graduated from Virginia Tech with a Bachelor of Arts degree in Geography and earned a Master’s of Arts degree in American Government from Catholic University. He earned a Program Management Level III certificate from Defense Acquisition University, is a member of the Army Acquisition Corps, and is a Certified Management Consultant. “I appreciate the opportunity to work with the excellent EC team built by my predecessors. As a team, EC will maintain a focus on support to the warfighter as we assist in fielding the technologies needed to meet the Army’s increasingly challenging operational and fiscal environment,” said Mr. Kelly. Mr. Kelly has been with PEO EIS since 2011 and in EC from its inception where he served as the Project Officer building the capabilities of the Army Enterprise Service Desk – Worldwide (AESD-W), and facilitating the use of the Army Private Cloud (APC2) contract. In leading AESD-W, Mr. Kelly managed three service desk locations that provided support to the 44 installations of the 7th Signal Command and to the 1.5 million Army users of Army Knowledge Online (AKO) and Enterprise Email. For APC2, he facilitated the provision of Cloud Software as a Service and Infrastructure as a Service for DOD customers. “Dennis has a great set of technical and management skills and over 40 years of leadership experience. I can say with confidence that he’ll thrive as Product Lead,” said Doug Haskin, Acting Project Director, ES. “As a leader, he’s known for being a change agent, with an ability to communicate complex concepts clearly, and one who achieves results. His expertise will aid EC in delivering on its mission,” Haskin added. Supporting Mr. Kelly and EC as Deputy PL is Mr. Keith Baylor who joined PEO EIS in June 2015.

Today's Focus: The Army Application Migration Business Office

What is it?

The Under Secretary of the Army published the Migration of Army Enterprise Systems/Applications to Core Data Centers memorandum in June 2014, providing capability owners with initial guidance for migration to enterprise hosting environments and designating the Program Executive Office Enterprise Information Systems (PEO EIS) as the Army's broker for migration planning support. PEO EIS established the Army Application Migration Business Office (AAMBO) with the lead for this role.

AAMBO is the liaison between the capability owner and the Department of Defense (DoD)-approved enterprise environment providers throughout the migration process and functions as the Army's single point of entry for all Army enterprise system and application migration efforts. AAMBO assists capability owners by providing tools and guidance for gathering technical requirements. This information is the foundation for AAMBO's detailed analysis of the system or application's attributes and development of a migration support strategy. The capability owner receives target hosting environment recommendations and rough order of magnitude cost estimates to support mandated cost benefit analysis.

What has the Army done?

To streamline data collection and onboarding to the migration process, AAMBO developed the Army Application Migration Pre-assessment Tool (AAMPT). AAMPT provides a simple user interface that supports early migration planning activities and assists capability owners in gathering critical information used in the analysis process. Capability owners can also use AAMPT as a resource for the latest migration policy guidance, documentation, presentations, and frequently asked questions covering everything from risk management to cloud service acquisition.

PRESS RELEASE: Army launches new Application Migration Pre-Assessment Tool ahead of FY2018 application migration deadline

Fort Belvoir, Va. – The Army Application Migration Business Office (AAMBO) has streamlined the data collection phase of the application migration process for the Army's enterprise capability owners by launching the Army Application Migration Pre-Assessment Tool, or AAMPT. All enterprise capability owners are required to complete migration to Department of Defense-approved enterprise environment (DoDAEEs) by fiscal year 2018 (FY18). AAMPT will be used to support migration planning for the Army's inventory of enterprise applications, currently estimated to exceed 10,000.

AAMPT is a CAC-enabled online resource that supports data collection used in migration planning for Army enterprise applications. Capability owners can begin the migration process at the AAMPT website:

When owners submit system information through AAMPT, AAMBO gathers and analyzes requirements based on established assessment criteria, generates re-hosting recommendations, and prepares cost estimates for hosting in the new enterprise environment.

“For a community accustomed to frequent requests for information using clunky spreadsheets, email, and stove-piped collaboration tools, AAMPT’s simple and intuitive web interface makes reporting practically painless,” said Project Officer Johanna Curry. Curry has been leading the Army Application Migration Business Office since its establishment in 2014.

Prior to the tool’s launch, application and system owners were required to complete a four-page form and email it to AAMBO to kick off migration planning. As reporting requirements have expanded with the refinement of the Army’s migration process, follow-up requests for new and updated information were a frustrating feature of the previous process.

AAMPT coaches capability owners through on-screen help to accurately report the data needed, shortens AAMBO’s response time to capability owners, and reduces follow-up requests for missing and outdated information. In addition, AAMPT is a single landing page where the community can find current Army migration policy, guidance, and lessons learned. Support for AAMPT users is provided in-house by AAMBO’s subject matter experts.

“AAMPT is the type of transparent, collaborative tool we need in order to assist owners planning migration events from their current hosting platforms to DoDAEEs with limited interruptions”, said Acting Product Lead for Enterprise Computing Keith Baylor.

The Army’s Application Migration Business Office was established in June 2014. It provides both strategic and technical migration guidance to application and system owners. Since 2014, AAMBO has assisted more than 380 systems and applications from roughly 40 commands across the Army with migration planning strategies and efforts.

In June 2014, the Under Secretary of the Army released the “Migration of Army Enterprise Systems/ Applications to Core Data Centers” memorandum requiring all application and system owners begin migrating their products to DoDAEEs by FY18. The Army Application Migration Business Office became the services broker for the Army in 2014 and is the single point of contact for all application and system owners preparing to migrate.


Project Director, Enterprise Services procures, develops, delivers and sustains enterprise-level IT equipment, software products and services that enable end-to-end communication, collaboration, messaging, content management and application hosting across the Army. In addition, Enterprise Services provides the Army with HR resources and services to sustain and maintain a mission-ready workforce.
