Ms. Sammi Foong

In April 2017, Ms. Sammi Foong was appointed as the Product Lead for the Reserve Component Automation Systems (RCAS) and in October 2017, she also assumed responsibility for the Defense Readiness Reporting System - Army (DRRS-A) while continuing to serve as the Product Lead for the Army’s Force Management System (FMS) under Program Executive Office Enterprise Information Systems (PEO EIS).  As the Product Lead for DRRS-A, FMS and RCAS, she is responsible for the total life cycle management of multiple software applications directly enabling the Army and the Army’s Reserve Component mobilization, training and force management missions.  In addition, while the FMS mission continues to evolve to encompass the overall objectives of Global Force Management (GFM), DRRS-A, FMS and RCAS will advance through the use of Agile and DevOps.

She previously served as the Deputy Product Lead for Computer Hardware, Enterprise Software and Solutions (CHESS) providing management and leadership in support of the Product Lead from February 2013 to June 2016.  In her role, she was responsible for overseeing the activities essential to providing flexible procurement strategy through which Army users procure IT hardware, software, and services via IT e-mart, the Army’s e-commerce site.

Prior to her assignment as Deputy, CHESS, Ms. Foong served as the Acquisition Management Specialist within the Program Management Directorate (PMD) of PEO EIS from August 2010 to February 2013. She provided acquisition management support and guidance to multiple programs within PEO EIS and coordinated PEO EIS activities with Headquarters Department of the Army, Office of the Secretary of Defense, Joint Staff as well as other agencies.  Her other assignments include Defense Information Systems Agency (DISA) where she served as the Test and Evaluation (T&E) Program Support Chief from July 2008 to August 2010, providing T&E guidance and recommendations to PMs within DISA.

Ms. Foong’s awards include the Commander’s Award for Civilian Service, Achievement Award, Appreciation Award, and Special Act or Service Award. Ms. Foong received a Bachelor of Science degree in Biochemistry from the Virginia Polytechnic Institute and State University.  Ms. Foong is a member of the Army Acquisition Corps with Level III certification in both Test and Evaluation and Program Management.
