LTC Toy Frasier

Lieutenant Colonel (LTC) Toy R. Frasier, Jr., assumed the charter as Product Lead Army Enterprise Staff Management System (AESMS) on November 3, 2017. In this role he will be responsible for procuring, developing, delivering, and sustaining staff management task tracking and correspondence solutions that enable end-to-end communication, collaboration and application hosting across the Army.

Prior to his assignment with AESMS, LTC Frasier served as Acting Product Lead (PL) Acquisition, Logistics and Technology Enterprise Systems and Services (ALTESS) located in Radford, Va. ALTESS provides the full lifecycle information technology solutions, support and services to the acquisition community and hosted customers in a secure environment.

LTC Frasier entered the Army Acquisition Corps in 2008. His assignments include: Assistant Product Manager for Product Manager Light Tactical Vehicles (Armor, Integration and Production) in Warren, Michigan; Department of the Army Systems Coordinator for Light Tactical Vehicles and Army Watercraft Systems for the Assistant Secretary of the Army for Acquisition, Logistics and Technology at the Pentagon; Deputy Director Forward Deployed for Assistant Secretary of the Army for Acquisition, Logistics and Technology in Kuwait; and Project Officer for Defense Enterprise Email in Fort Belvoir, Virginia.

During 19 years of service, he has held a variety of tactical leadership and staff positions. His first assignment as a Field Artillery Officer took him to 2-17 Field Artillery Battalion, Camp Hovey, Korea, where he served as a Light Fire Support Officer. Once his tour in Korea was over, LTC Frasier was assigned to 1-37 Field Artillery Battalion as an Armor Fire Support Officer, Battery Operation Officer, Paladin Firing Battery Platoon Leader and Executive Officer in Fort Lewis, Washington. After he completed the Captain’s Career Course, he was assigned to the 102nd Military Intelligence Battalion as the Targeting & Battle Damage Assessment Officer in Camp Essayons, Korea. Following Korea, he was assigned as the Battalion S1, S3 Operations Officer at the 201st Military Intelligence Battalion in Fort Gordon, Georgia, where he deployed to Kuwait. Upon returning, he served as the S3 Training Officer and in February 2003, LTC Frasier assumed Command of Headquarters Company 201st Military Intelligence Battalion, Fort Gordon. After Company Command, LTC Frasier assumed duties as Assistant Professor of Military Leadership at the University of Massachusetts-Amherst ROTC department.

LTC Frasier received a Bachelor of Arts Degree in Political Science with a commission in the United States Army as a Military Intelligence Officer branch detailed Field Artillery from Virginia State University and a Master of Education Degree from the University of Massachusetts-Amherst. He is a graduate of several military academic programs including: Field Artillery Basic Course, M109A6 Paladin Commander’s Course, Military Intelligence Advance Course, Combined Arms Staff and Service School, Military Intelligence Counterintelligence Officer Course, Mobile Joint Counterintelligence Course, Army Acquisition Basic Course, Army Intermediate Level Education Course, and Army Acquisition Intermediate Qualification course. He is Defense Acquisition Workforce Improvement Act Level III Certified Program Management, Level I Certified Information Technology and a member of the Army Acquisition Corps.

LTC Frasier’s awards and decorations include: Meritorious Service Medal with Oak Leaf Cluster, Army Commendation Medal with Oak Leaf Cluster, Army Achievement Medal, National Defense Service Medal, Global War on Terrorism Medal, Korean Defense Service Medal, Military Outstanding Volunteer Service Medal, Army Service Ribbon, Overseas Ribbon, Parachutist Badge and Air Assault Badge.
