Mr. Dan Kitts

On 8 June 2017, Mr. Daniel R. A. Kitts graduated from the National Defense University Eisenhower School with a Master of Science Degree in National Resource Strategy.

Previously he served in various capacities at Program Executive Office (PEO) Soldier at Fort Belvoir, Virginia, including Deputy Product Manager (DPM) Soldier Protective Equipment responsible with the Product Manager (PM) for the development, qualification, production and acquisition of Soldier Personal Protective Equipment (both Hard and Soft Body Armor, Helmets and Eye/Hearing Protection). From April 2010-July 2015, he served as DPM Soldier Maneuver Sensors, working on one ACAT IC program (Thermal Weapon Sight (TWS)) and several ACAT II related night vision products.

Prior to becoming DPM SMS, Mr. Kitts served as the Department of the Army System Coordinator (DASC) for PEO Soldier Body Armor and Night Vision (December 2008 to April 2010), working directly with the Acting Army Acquisition Executive on strategic decisions and communications concerning both Body Armor and Helmets. Prior to becoming the DASC, Mr. Kitts led the TWS program from December 2000-December 2008, responsible for fielding state-of-the-art night vision systems to Deployers in the Global War on Terrorism, while improving range, size, weight and power and lowering acquisition and sustainment costs.

Mr. Kitts entered the Civilian Service in June 2000 as an electro-optics engineer for the Night Vision Electronic Sensors Directorate (NVESD) and was matrixed to various customers including the Picatinny ARDEC. Prior to this, Mr. Kitts worked for PM-NV/RSTA (1996-2000) as SETA support with Advanced Design Corporation working on Configuration Management for Second Generation FLIR (M1A2 SEP, IBAS, SADA II, OWL and LRAS3), LLDR, MELIOS, TLOS and production improvements to the TWS and associated brackets for the M2, M16A2, MK19, M24, M60 and M249. He also supported the Physical Security Equipment Management Office in the Technical Data Package development of the High Value Asset Security Cages.

Along with his graduation from the Eisenhower School, Mr. Kitts is a graduate of the University of Maryland with a Bachelor of Science in Mechanical Engineering. He was the FY13 and FY15 Alternate Selectee for LTC/GS14 Command Select List (CSL) and the FY14 Alternate Selectee for COL/GS15 CSL. Mr. Kitts is a member of the Army Acquisition Corps, is a graduate of the Defense Acquisition University Program Managers Course and the Civilian Education System Advanced Course.

His awards include the Superior Civilian Service Award (two), the Commander’s Award for Civilian Service (three), 2007 PEO Soldier nominee for the ASA(ALT) Army Acquisition Individual Excellence, PM SEQ Employee the of Second Quarter 2007, and numerous Performance/Commendation Awards. Mr. Kitts is married to the former Suzanne Bacon, and they have one son (Joshua) and one daughter (Isabella).
